Transit: Reconnecting North County
TTC ABIE Campaign Project

“It will no longer be acceptable to simply raise fares, while at the same time cutting service. We must find other solutions.” - Leslie Rogers

These are firm words that the financing paradigm for public transit must change, and the Transit Coalition affirms that the North County Transit District (NCTD) must follow this philosophy in order to keep Moving People in North San Diego County.

These words were from Federal Transit Administration (FTA) Official Leslie Rogers during the SunLine Transit Agency’s 2nd Annual State of Public Transit Luncheon.

NCTD has curtailed service frequency and service span on most of its bus routes and have cancelled several other rail feeders, regional connectors, shuttles, demand response buses, and local circulators over the course of the last three years due to ongoing budget issues. Due to these cuts, many NCTD bus riders were faced with fewer or no public transportation choices.

NCTD Mobility Plan:

NCTD is currently conducting a comprehensive study of its transit service operations and business model. This study is referred to as the NCTD Mobility Plan. The plan will help NCTD maximize ridership from available resources and funding.

The Mobility Plan will include 3 key phases:

  • Community Assessment - A review of NCTD services in North County that identifies travel patterns and transit needs.

  • Service Evaluation - A review of existing NCTD service performances, checking each route for meeting current market needs and cost effectiveness.

  • Public Participation - NCTD stakeholders are being encouraged to participate in the study, so we develop a service plan that is successful in the future.
